Political Career

As Chairman of the Finance Committee, Doc Caddell oversaw a $300 million budget, established the Audit Subcommittee and the Oversight Subcommittee. He initiated the Program Prioritization Budget and Biannual Budgeting which is utilized today.

As Deputy Clerk/Register, Doc Caddell supervised the day-to-day operations and made a commitment to bring the latest technology to the office in order to better serve the citizens of Oakland County. He initiated a countywide program to allow Oakland County voters to use the most accurate optic scan equipment.

Major Accomplishments as County Clerk/Register of Deeds
Register of Deeds
By utilizing technology we were able to process twice the documents in 2003 than we did in 2000 with the same number of staff.

Automation Fund
Public Act 698 of 2002 took effect on March 31, 2003 and required counties to establish an "Automation Fund" in order to upgrade the technology used within the Register of Deeds Office. This means by adding only $5.00 to our transactions we can upgrade our technology without asking for a tax increase. This program ends December 31, 2006.

eRecording
In July of 2003 my office electronically recorded the first land record document. We take in about 2500 documents a day and this new technology allow mortgage companies and title companies to file from their offices. Again this enables my office to do more with the same number of staff.

Remonumentation/GIS
The base map of the entire county is completed. All original government corners, that surveyors need in order to draw your property lines accurately, have been identified. Our maps are more accurate than they have ever been. Through GIS (geographic information systems) all of the precinct maps that had to be updated with the new census data took a fraction of the time and are more accurate. We are also able to "overlay" all types of boundaries onto the base map such as Board of Commissioners’ districts as well as State House and Senate districts in order to produce the desired map.

Micrographics
Court Records Project
By adding three staff for a three year period to microfilm court records we were able to save the County about $1 million over the other option which was to build more storage capabilities. When the project is completed the positions will be deleted.

Elections
HAVA Committee
Appointed in 2003 by Michigan Secretary of State Terri Lynn Land as a County Clerk member on the 30 member State Plan Advisory Committee formed to address election reform in the state of Michigan pursuant to the federal Help America Vote Act of 2002 legislation.

One Voting System
Working with Oakland County's city and township clerks to establish a single voting system countywide under the Help America Vote Act of 2002.

Election Consolidation
Under new state law, County Clerk is given many new responsibilities revolving around issues such as restricting elections to certain dates which virtually does away with special elections, consolidation of school and general election precincts, and administration of all school elections by city or township clerks rather than school boards.

Clerk of the Court
Vital Records
Spearheaded the scanning of approximately two million Oakland County death, birth and marriage records which may now be ordered by the general public on the internet via the county's web-site, www.co.oakland.mi.us with same day service without having to leave their home or office.

Concealed Pistol Permits
The Oakland County Clerk efficiently processes approximately 5,000 concealed pistol permits per year United States Passport Service Agency - One Stop Service

The Oakland County Clerk's Office was designated as a Passport Agency by the United States Department of State to provide passport services to our citizens including the processing of both new and renewal applications. Those born in Oakland County may complete their application, obtain their certified birth certificate, and photograph in just one stop to our counter.

Photographic Capability
Customers to the Vital Records Unit may now obtain passport and identification quality photographs for passport and concealed pistol permit applications for the reasonable fee of $10.00 saving them the necessity of making another

Electronic Filing of Court Documents
Since taking office, Doc Caddell has supported electronic filing of court documents. Working with the Circuit Court, and with the support and cooperation of the Oakland County Bar Association, the Clerk is actively involved in creating a plan to make this service a reality in Oakland County.

Personal and Professional
Doc Caddell is a 44 year resident of Oakland County serving the community as a Doctor of Chiropractic before becoming Clerk/Register of Deeds. He is a past President of the Michigan Chiropractic Council and has served on the Board of Directors for the International Chiropractors Association.

He served eight years in the U.S. Naval Reserve

Doc has been married to Beverly for 44 years. They have two sons, Geoffrey and Jonathan and three grandchildren.
